Can 491 visa holders eligible for other visas

The 491 visa holders cannot apply for certain visas, till the time they have valid 491 visa and till them to fulfill the particular conditions of it for 3 years period. This would also include skilled permanent visas such as business visa, employer nominated PR and onshore partner visa.
